Kenyan President Initiates Free Education

CHAN: After the post-election violence in Kenya, President Mwai Kibaki announces a new initiative to make secondary education free across the country. Here's more. STORY: Kenyan President Mwai Kibaki pledges to get children who have been displaced by recent violence back to school as soon as possible. At an assembly of students, teachers and government officials at a High School in Nairobi, he encouraged all Kenyans to learn and practice peace. [Mwai Kibaki, Kenyan President]: "Cases where schools that have been built through the painful sacrifices of parents which have been destroyed or vandalized during the recent violence, is most deplorable. I appeal to all Kenyans to preach peace and harmony so that we may create a constructive learning environment for all our children." In his first term Kibaki re-introduced free primary education, which had been lost due to corruption under the rule of his predecessor, Daniel Arap Moi. With the implementation of Kibaki's program enrolment increased from 5.9 million children in 2002 to 8.2 million children today, according to government figures. [Mwai Kibaki, Kenyan President]: "We have the intention to make sure that all children do get education and those that are held up at various camps which we have set up, we will make sure that they go to school as soon as possible." Post election violence killed more than 1,000 people and displaced more than 300 thousand according to figures released by the Kenyan Red Cross. In a displaced camp housing hundreds from Nairobi's Kibera slum many children have not been able to go back to school this year and are helping their parents with chores. Other parents are too afraid to send their children back to schools located in areas badly hit by the violence.

The rally has been organised by opposition leader Raila Odinga to protest against the controversial re-election of President Mwai Kibaki. Odinga hopes to attract a million supporters to the rally, which has been banned by the government. As Bernard Smith reports for Al Jazeera, the streets of Nairobi are extremely tense, with fears of violent clashes between protesters and police. Additional reporting comes from Al Jazeera's correspondent Mohammed Adow who was with the protestors in central Nairobi when they clashed with riot police.

Kibaki backs energy regulator on fuel prices

President Mwai Kibaki has thrown his weight behind call by the Energy Regulatory Commission for local oil marketers to pass on the benefits of steadily falling crude costs to consumers. According to the Energy Regulatory Commission, oil should be retailing at Sh8.50 less locally, in line with trends in the cost of crude on the global market. Kibaki made these remarks when he opened Coca-Cola Companys East and Central Africa new headquarters in Nairobi.

Just what does President Mwai Kibaki know about the sale of the Grand Regency Hotel to the Libyan government? This is a question a lawyer at the ongoing Cockar Commission hearings is seeking to answer. Lawyer Harrison Kinyanjui wants the Cockar commission to summon Kibaki to answer questions arising from a trip he made to Libya mid last year. The lawyer quotes a memorandum of understanding signed between the Kenyan and the Libyan governments, saying the MoU included a deal in which the Grand Regency Hotel would be handed over to the Libyans.
